Water Billing Update!

Water billing update:

The March Invoices were mailed out on March 6, 2023, and an error was noted with the due date. It shows that the due date is 03/29/23 but they are due ON/BY 04/01/23. It is important to get those payments in BY/ON the 1st of every month. When mailing in a payment please make sure it reaches us by the 1st. For your convenience there is a gray payment drop box outside of the village hall entrance. If possible, could you put your account number in the memo field of your check or money order. Payments are collected from the box on a regular basis and several times during the billing cycle. At times a sign is posted on the drop box to advise you that the cutoff has occurred, and a late fee may apply. 

Please understand, the billing process is lengthy, and my schedule is altered at times so billing can be completed in a timely manner. Payments can be made on the village website through the EPAY payment portal. Even if you make an electronic payment on the 1st of the month it is on time. There is a small convenience fee that is collected by the State of Illinois for using the system.

After the payments are entered into the database, 10-day final notices are processed, printed and mailed out. The system locks me out of processing any more payments until the total billing process is completed. The database is exported and loaded into a laptop so the meters can be read automatically. Some resident’s meters are working but the internal battery has stopped so they do not send out an electronic signal. We are asking for your assistance. Look at your invoice and will see an E by the reads and it will also show the word estimated on your invoice. If you are being estimated for usage it can either be overestimated or underestimated. This creates a problem because if you are underestimated you may get a higher bill when we get an actual read. If you are overestimated, you may end up with a credit on your account. We do not give refunds unless a house is sold, or you move.  If estimated and you have access to where your water meter is located, lift the cover and using your smart phone take a photo of the meter face and attach it to an email, Send it to wsbilling@villageofhebron.org  Please make sure that the numbers are legible in the photo.  It is important that those readings are sent in before the end of the current month. In the email, please include your name, address and phone number.  I will reply so you know it was received. If you need assistance with your meter call Frank during normal business hours at (815) 403-7594 to make an appointment to have your meter checked. Replacement meters have been on backorder for awhile and we are hoping to get that resolved soon.
