Please be specific in the nature of your request in order for FOIA Officers to process your request efficiently. The water and sewer rates are as followed: Water base=$17.90 Water usage=$1.00 per 100 cubic ft. | Sewer Base=$32.83 Sewer Usage=$12.38 per 100 cubic ft. The village continues to change out the obsolete manual water meters to auto reads. This means your meter will have the ability to send out your current reading and avoid those estimated readings. Sometimes estimated readings can cause your bill to be either too high (overestimatd) or too low (underestimated). Many of the older meters are usually still functioning, but will not send out a reading because the battery has died. We are working diligently to change out the meters, but we need your assistance. Please contact Frank Michalczyk with the Water Department at 815-403-7594 to set up an appointment to have your meter checked or changed.
Late Notices/Payment Plans: If you receive a 10-day late notice, please do not ignore it, but contact the W&S Billing Clerk at 815-648-2335 X20 to make payment arrangements. Just leave a message if it is after business hours. We offer payment plans and would prefer working with you, as opposed to interrupting your service or even placing a LIEN on a property.
Late Fees: All invoices (except for final bills) are due BY/ON the 1st of every month, or a 10 percent penalty may apply. For your convenience, there is a drop box outside the Village Hall front door. You can drop payments any time of day or night. We also offer the option of electronic online payments. Go to the villageofhebron.org and click on the Bill Pay icon. It is easy to make a payment through the portal, but you will need your address and account number. Just follow the prompts. The state does charge a small convenience fee for this service.
Public Works asks that residents do not dispose of grease down the sewers or drains!
Our Village ordinance requires that a building permit be obtained for all changes or alteration made to a structure or property, new or existing, in the Village. For details on Village building requirements, see the the "Code of Ordinances" section. Please follow these procedures to obtain a building permit:
1. Obtain a Permit Application - these are available at the Village Office or on the Village website (www.villageofhebron.org) in FORMS & FOIA.
2. Complete the Permit Application
3. Call the Village Building Inspector to set up an appointment. (Please note that he has full time employment and cannot always be reached immediately). Leave a message with your name, address, phone number and the type of improvement you are interested in. He will call you back with his availability to assess the work to be done. Please have the form filled out BEFORE Inspector arrives. Inspector will complete the form and leave you with a completed copy. Inspector will give you an approximate day that the permit will be ready for payment and pick-up at the Village office.
4. Pay for and pick up the official permit at the Village office - the amount of the permit will depend on the work being done. We accept cash, checks at time of permit pick up.
5. Display official permit in a window or door visible to the street for the duration of the project applied for.
